 {Elbrus, the Binding Blade} no the color due to him being a black creature he can't be in a nonblack EDH. Even though he is colorless to start with. if the flipped side of a card doesn't match the color identity of the commander then they can't be used.

Color identity for cards includes all instances of any colors on the card, whether its on another face, hybrid colors, in the text box, etc. Elbrus has to be in a black commander deck, since it is considered black. It cannot be used as a commander, since it is not considered a legendary creature when played, but an artifact.

Since the back has a CMC of zero, and it doesn't say its a color like for example {Pact of Negation}, how is it actually black?

Originally, it was just the mana cost if a card that determined its color identity(and colors in its text box). However, with the release of double faces cards, commander format needed a ruling for these situations. The ruling is this:

903.4c The back face of a double-faced card (see rule 711) is included when determining a card's color identity.
