 {Shrine of Loyal Legions} says a charge counter is placed on it every upkeep or whenever I play a white spell. Does the wording of "or" mean I have to choose before my upkeep which one I want to apply or can the upkeep and a white spell add charge counters in the same turn?

The "or" doesn't mean you have to choose. It means that whenever either of those occur, it gets a charge counter.
