Noob question, can palladium myrs, llanowar elves etc. be used on the turn they are played?

Due to summoning sickness, no. Without haste they cannot attack or use activated abilities (taping them).

However u could tap them as a cost of a different card, say {Birchlore Rangers} for the elves.
