Ik populate doesn't target creatures. But does it target a player? Or is it just a general non targeting . . . Effect? Ability? What's the scoop on populate? Can't find anything in the rules section.

Doesnt target anything. It gives the controller of te ability an oportunity to take an action if certain conditions are met and the ability resolves.
