Can I use the ability of a {nivmagus elemental} to exile a spell imprinted on the {ischoron sceptre} and get the pluses

I don't believe so. The scepter doesn't become the card, it just produces a copy. So I don't think you can exile the scepter.

Yes you can exile the copy produced by scepter each time you use it.

Doesn't say "exile target instant or sorcery card", just instant or sorcery, so a copy on the stack does count.

Yea target instant or sorcery spell. And by casting the copy, it effectively becomes a spell.

Copies that aren't cast are still spells, they just weren't cast spells.
