28 land is a bit low. Usually a commander deck will feature about 40 land. With the benefit of mono color, you can go a little lighter, but I still wouldn't go less than 35, especially since more land = bigger Onmath!

{Primal Surge} might not help you too much here either. In a deck with over 33 "other spells", Estimate half of those aren't permanents... there's a 1 in 6 chance that it will totally dud, and an exponentially increased chance of stopping at each card. I don't like those odds when gambling with 10 mana.

I agree with Gorzo on surge being a gamble plus it will always be
expensive and could exile something good.  I prefer riding the wave
myself but then again if you have mainly permanents and you manage to
put an {Akroma's Memorial} into play along with an army you will
likely win.

To that end, I would suggest the following permanent based solutions
to consider for the deck:
MVP's to stuff Omnath's face with sweet sweet mana...

As far as I know, Rofellos is only banned for use as a Commander. I am pretty sure he can be in your other 99...

Only as the commander, {emrakul, the aeons torn} is truly banned, rofello is just too good to always have access every single turn of the game.

Also ill bump my Om Nom deck, maybe youll like something in there.
