When's the right time to use {azorius charm}? When target opponent declares blockers does my creature still get blocked if I in response use azorius charm?

Yeah if it's declared as blocking (which it has to be for it to be a valid target) then it is blocking something. Whatever is blocked can't be unblocked. If that makes sense.
