Only if they're creatures. Or a card says otherwise.

Hmm well, for one, if it was an artifact creature, it would have summoning sickness. If you gave it haste somehow, you're good to go. Now an artifact like say, {Sands of Delerium}, does not have summoning sickness (only creatures do), so you could tap it ASAP.

But then again, a good rule of thumb; in Magic, the rules are layed out and that's that... Unless a card says otherwise.
