So this goes to the Mods, mostly Jester. Who is actually "allowed" to use the gavel, as in when they gavel its official and we can start a new rules or combo argument. To many people are using it, and I don't want it to be overdone.
I would kinda like it to be seen as the unofficial official end of rule discussion

Don't worry my friend, if it annoys you just know that people will lose interest in it soon enough. Overusing it just seems like the cool thing to do for some people right now. :)

It doesn't annoy me, I'm more concerned about a gaveling on a improper ruling.

I don't want to stop anyone from using icons. All I ask is that people only use it if they have a very good understanding of the rules and they are very certain that the question has been answered correctly.

People who follow the forums will learn who the rules gurus are (I'm not the only one) and should be able to trust them too.

Lastly, there are questions from some new players any player with experience can confirm. No need to wait for me. Anyway, I'll always be along to check regardless. I'll fix mistakes if I see them.
