Do you ever get priority to activate abilities during your opponent's draw step? Like, immediately after they draw their card?

I ask because one of my friends runs a {Nicol Bolas} commander deck. If he had something like {Lightning Prowess} on Bolas, could he respond to you drawing the card, and cause you to discard your hand before you can cast anything?

Yes. Priority is passed after they draw their card.
Confirmed.

They can respond by casting an instant.

Also, yuck!😜 that's just rude!

Could an instant be cast, instead of being discarded? Or  are you forced to discard, your hand before anything can happen? Bolas hits for one, then cast I cast like {shock} to hit him?

Nicol Bolas' pinging will go on the stack, you can resond then.
When the damage is dealt, Nicol's other trigger will go on Le Stack, you can resond to that too.
