Protection and the graveyard

Now if I have a creature with protection from say black can a spell hat is black target it in a graveyard

Unless otherwise stated, protection only applies while something is a permanent (on the Battlefield).  A {Cemetery Reaper} can target an {Elite Inquisitor} in a graveyard.
