Yeah, it was a fairly recent change, I'm pretty sure it was when they removed mana burn.  And to clarify, it's at the end of each step and phase.  Use it or lose it.  8)
That's great to know when I play my land destroy deck. Slimey closet is gunna have fun.

I'm pretty sure even with mana burn from back in the day that mana emptie after each step. It just doesnt "burn" you anymore.

You used to be able to float mana from step-to-step, until the end of the phase.  I don't remember when that changed, though.

I believe it changed with M10 Core Set/Alara Block?
