It says "target player" for that reason.

you gain control of both people if it is 2 headed giant.

'Target Player discards a card' that doesnt mean both have to. You control one person turn. And his ally can choose not to show you his card. Its still hidden infomation we just allow our ally to see

Awesome!  Although I wish he referenced a rule, I still don't think the choices of one "head" are the choices of both players, intuitively at least.  Beware 2HG!
