If I have a {cauldron of souls} on the field and {melira sylvok outcast} and other creatures and my opponent board wipes I activate the cauldron does my stuff come back with minus counters ?

This is a tricky one.
All of your creatures will die at the same time.
Then, their persist will trigger to put them back on the field. You put these abilities on the stack in the order you see fit. They will resolve last to first.
If you put Melira's trigger on the stack last, so she enters first, no creatures will get counters, because of this rule:

112.6h: An object's ability that states counters can't be placed on that object functions as that object is entering the battlefield in addition to functioning while that object is on the battlefield.

So she will stop herself from getting a counter, then be on the battlefield to stop the other creatures from getting a counter.
If any creatures enter before Melira, they will have counters on them.
