Yes but they have to be advertised as such and the buyer needs to be aware they're not tournament Legal.

i dont think you can sell proxies, but someone can ask you to make you one and you may charge them for the labor you are doing

I also believe you can't make cards that look identical and charge labor. You are stealing copy right material.
