if I were to activate {Scion of the Ur-Dragon}'s (my commander) ability to turn him into  {Tyrant's Familiar}, would the "Lieutenant" ability activate? Scion would attack for 7 and deal 7 to a defenders creature?

Yup

Scion is your commander still

He is just currently a copy of the tyrant
