Wait on all modern (and to some extant legacy) decisions until after the banlist update in January. If TC is banned in either or both formats, they will change drastically. That said, I really like the {Mindcrank} mill deck, my friend plays it and because of transmute, it is pretty effective. DDT gives the deck a huge leg up and stuff like {Tolaria West}-->{Slaughter Pact} or {Pact of Negation} can outright win games.

I honestly don't like Hierarch that much in the deck, and most people seem to think MM2 will have it, so hope is on the horizon. You can definitely play the deck without it, here is an example of budget list: http://magic.tcgplayer.com/db/deck.asp?deck_id=1091916
