Technically, no. Even though they are "removed from the game" as an old term, they are in the game in the exile zone. Sideboards and collections are not "in the game". So at tournaments, you can grab from your sideboard, but casually you can grab as many as you want (assuming everyone else is fine with it!)

In the old wording this would be so nice with {Kurkesh, onakke ancient} and two of these. Repeatable loop for any card not in deck.
