If I put a {Mox Diamond} into play, the ETB effect trigger, can I use {Goblin Welder} to switch with mox diamond with an artifact in my graveyard?

No, because that's not actually an etb effect. It's a replacement effect instead of the mox resolving normally, and there is no time to use the welder without discarding the land.
