This situation has arisen and being discussed on another forum. What happens between {Waste Not} and {Sire of Insanity} at the end step? This is what I think happens:

The way I see it, at the beginning of the end step, Sire's ability triggers and goes on the stack. Then the active player receives priority and we do the whole passing of priority and adding to the stack stuff. Resolve the stack. Last thing to resolve is Sire's ability. That resolves and triggers whatever for {Waste not}. Since you have already passed "beginning of the end step", Sire's ability cannot trigger again and you get to keep whatever cards you draw off of Waste.

I'm citing Rule {513}-End Step for reference.

Can any of our Judge's confirm this or clarify what happens?

Sire's ability will only trigger once per end step.  Any cards you draw off of Waste Not trigger will be in your hand as the turn passes...  Probably to be discarded to Sire at the beginning of the next end step :P

Unless, of course, there are two Sires.  Then you'll draw the cards, then probably just discard them again.
