I think {Sheoldred, Whispering One} and {Maralen of the Mornsong} are the go to mono black commanders. I am not familiar enough with mono color decks, but I believe they're the strongest.

{Drana, Kalastria Bloodchief} is strong too, just a bit more narrow as it requires your opponents to be into creature strategies

Forgot about Geth also. Another strong one. There are others, but you get the jist. It depends on what type of powerful thing you want to build. Which type of player you are, ect ect. I'd probably even include {Ob Nixilis, Unshackled} into the deck because it is a powerful tutor hoser. It makes {Zur the Enchanter} useless (which is likely the point) and demands they have answers in hand.

 {Mirri the Cursed} And {erebos, god of the damned} are pretty strong mono-black commanders, too. Mirri, for fast beats and erebos for additional card draw...

well i mean you would run both. thing is they can blow up your necro. erebos is indestructable for one, and if shes your commander you can recast her pretty easily.

Too many people in my area run {Jin-Gitaxias, the Core Augur} for Necro to be that good.

They don't run him as a Commander, but as a normal creature. Which is bad enough.
