Nope.  Abilities that cause permanents to enter the battlefield with counters are known as Replacement effects that simply change how the permanent enters the battlefield.  Triggered abilities always begin with 'When', 'At' or 'Whenever'.  Nothing is triggering here, and the permanents simply enter with the counters already on them.
