If my {Snapcaster Mage} targets {Daze} in my graveyard, can I return an island to pay for the flashback cost?  Similarly, can I pay the alternate cost if the snap caster mage's target is {Submerge}?

10/1/2012   You can't pay other alternative costs of a card you're casting from your graveyard using flashback. For example, if the instant or sorcery has an overload cost, you can't pay that cost.

An example of a flashback card where the flashback is an alternate cost would be {Cabal Therapy}

Additional costs like Kicker, Multikicker and Strive can be paid when casting for an alternative cost.

Alternative costs, like Overload, can't be used when casting a spell or Flashback or 'without paying its mana cost'.

No. You still have to follow all timing restrictions.

It's not really a ruling so much as just how casting works.

702.33a: Flashback appears on some instants and sorceries. It represents two static abilities: one that functions while the card is in a player's graveyard and another that functions while the card is on the stack. "Flashback [cost]" means "You may cast this card from your graveyard by paying [cost] rather than paying its mana cost" and "If the flashback cost was paid, exile this card instead of putting it anywhere else any time it would leave the stack." Casting a spell using its flashback ability follows the rules for paying alternative costs in rules 601.2b and 601.2e-g.

Notice that in there, it says absolutely nothing about casting things at instant speed.  Whenever anything says that you may cast something 'until end of turn' or 'this turn' ({Prophetic Flamespeaker}, {Chandra, Pyromaster}, Or snappy, which grants Flashback until end of turn), you always follow normal timing restrictions.  Any effect that lets you cast it right then ({Memory Plunder}, etc.) bypasses timing restrictions because the effect instructs you to cast it right then.

The take-away here is that Flashback is an alternative casting cost, not an activated ability.

For snappy flashback cards like {Surgical Extraction}, {Gitaxian Probe}, I suppose I can pay life instead of mana?

yes. He states that it's flashback cost is equal to its mana cost. So if its mana cost has phyrexian mana in it, you may pay the life for it.

for cards with phyrexian mana in cost like {gitaxian probe}, {snapcaster mage} doesnt change the cmc, so you can still pay the phyrexian mana with life.
