Mono blue devotion deck help

Hey, I want to make a mono blue devotion deck, that if I do decide to take to events, would actually get me far. I want this deck to be scary, and yet not be majorly crippled by the change in September.  Can anyone point me in the right direction?

Most mono blue splash white now, for {Detention Sphere}, {Ephara, God of Polis}, {Sphinx's Revelation} and maybe {Azorius Charm}.

4 {Master of Waves}, {Cloudfin Raptor}, {Frostburn Weird} {Mutavaukt}, and {Judge's Familiar} are needed. 3 {Jace Architect of Thought} and 3 {Thassa God of the Sea} are needed as well
