In 8Rack with m15's Waste Not, you turn 2 Waste Not, then T3 {Liliana of the Veil}, have them discard a card. If it's a land, Waste Not triggers and you get {B}{B} into your pool, which you spend on {Hymn to Tourach}. If they discard another land, you could Tourach them again, and could potentially destroy their entire hand T3

This is why Waste Not would actually be TOO good at 1 CMC: play it turn 1 to potentially chain Hymns on turn 2.  So, they bump it up to 2 CMC and make it much less playable.
