so this is a weird question.
i was playing edh today on cockatrice (shh, don't tell anybody) and a supposed "edh rules advisor" popped into my game as a specatactor. his name even had rules advisor in a part of the username that you cant change. so anyway i was playing against this brutal artifact deck that had {static orb} and {clock of omens} {arcuum dagson} etc. now at first with {stagic orb} we were playing it how thw gatherer says, if tapped no effect. but then the rules advisor popped in and claimed that with rule changes static orb and winter orb etc were changed to be constant no matter what and gatherer just hasnt updated. It clearly says in the link provided that {Static Orb} was changed to maintain the functionality of previous versions of MTG rules while { Winter Orb} was not.

{Static Orb} does what gatherer says it does. The "rules advisor" is wrong.
