Does infect applies on Blightspeakers 1st skill?

It does not. The reason is that it doesn't do any damage, it just causes loss of life.

If you want to abuse {Phyresis}, try using it on a {Heartless Hidegetsu} or a similar creature. The creature itself has to do damage for infect to kick in; simply loss of life won't work.
