I read somewhere you CAN run {Crypt Ghast} in a mono black EDH deck?


But that doesn't seem right to me, can someone verify?

Yes he can be put into a mono black edh deck because extort is an ability. So the hybrid cost is in the reminder text. Reminder text does not count towards a cards color identity
