Looking for an artifact that removes a creature from play for 2 then sac it for 2 mana and return the creatures to play, similar to a {safe haven} but an artifact.

I think the closest you're going to get to that effect is {Cold Storage} or {Helvault}.

Then it's either not an artifact, or it has a different effect than what you're thinking. I checked out the database for all artifacts that have "exile creature" in their text. Those two were the only ones that let you pay mana to exile creatures, and sac to bring them back.
