Nope. It only exiles if stated

I doesn't get exiled, but you can't cast it more than once. After the first casting, it goes back to the 'yard, but the game sees it as a new object.

I'm not sure what u mean if I have another chancellor enter the game I can cast that same card again right?

Oh yeah, that works. I thought you wanted to cast the same card over and over when the chancellor enters once.
