Can  {Hivis of the Scale} be a relevant commander for a mono {R} dragon deck?

I don't see why not - any legendary creature can be your commander. His ability may be of limited usefulness, though, unless your play group tends to use a fair amount of dragons. Or changelings.

Merieke has the same effect but better and offers 3 colors ur not just stuck on red

Thanks gor the different opinions guys.Although,I want to stay on a mono red commander deck,are there anymore decent commanders for a Dragon Commander deck other than {Hivis of the Scale}?

{Ryusei, the Falling Star} is one of the only mono-red legendary dragons, and is a damn good commander card.

{Jiwari, the Earth Aflame} would go very well with a deck full of dragons, with its rather crazy ability to decimate non-flying creatures. You can't (under normal circumstances) use its channel ability if you have it a commander, but it's still a fireball on a stick.

{Jaya Ballard, Task Mage} might be fun as well. It would be interesting to have a pseudo-Planeswalker as a commander.

 {Zirilan of the Claw} makes a good dragon themed commander.
