Indestructibility

Can the new card indestructibility be played on a planeswalker since it says enchant permanent?

Yes. However, just because its indestructible does not mean it will stop loyalty counters from being removed from it after taking damage. Once there are 0 loyalty counters, it goes to the graveyard, regardless of whether its indestructible or not.

It does stop cards like {vindicate} or {dreadbore}

Plainswalkers are permanents, so yes, you can definitely enchant one with {Indestructability}. However, this will not keep creatures from dealing damage to it. Creatures and spells can still damage it, and it will still be sent to the graveyard as a state-based action when it reaches zero counters. However cards like {Planar Cleansing} and {Dreadbore} will not destroy it, because {Indestructability} says that whatever permanent it enchants cannot be destroyed.

Just a quick add on, would  {Indestructibility} serve as a totem armor against  {Planar Cleansing}? I would think that's right, but just to be sure.

Indestructibility prevents "destroy" effects so yes. The enchantment would die from the {planar cleansing} and your permanent would live through it.
