No that's completely legitimate. Shocklands are the second best cycle of lands in magic, only second to original duals, and are played in multiple formats. They will be worth a lot post rotation.

What's your opinion on fetches vs. shocks?

Need both :P fetches are played for often in playsets (some decks run as many as ten -- looking at you Tribal Zoo) while shocks can be a 1-2 of. They're usually only 4 of's in two color decks which aren't all that prevelent in modern. And those decks will run a higher ratio of fetches than shocks. Fetch lands thin your deck too, more flexible overall.
