 {Phyrexian Processor} in Commander... Is this restricted to black decks or could i use this in say a bant EDH deck?

The card itself has a completely colorless color identity. You're good to put it in any deck you like!

Yup! Color words (black in this case) are ignored as far as color identity is concerned. Color identity only cares about mana symbols ({B}).
