Is Mill a viable deck for standard right now?

Okay so i've been thinking about building a deck and have been trying to come up with a good list. I have been eyeing the mind grind in my binder and thinking how good the card is. So my question is, is mill a good enough deck to compete with other decks? if yes what should i be running? if no then , oh well...

Run {Mind Grind} with green mana ramp, along with {Duskmantle Seer}. Run {Jace's Phantasm}, {Snapcaster Mage}, and good stall cards.

If something isn't a thing, you can make it a thing if you try hard enough.

I also would like to see if we could figure out this as a community (maybe?)

Of course it's not going to be as fantastic as a modern version (because such and such card isn't in standard, blah blah blah) but let see if we can figure out one that works well enough to be competitive.

I guess the first questions to pose should be, what kind of mill deck should we make.
What I mean is there are different ways to focus with our available card pool, an depending which way we want to skew the deck then we will need a suitable strategy.

Creature based  {Consuming Aberration} /  {Undead Alchemist}, etc.

Spell based  {Mind Grind} /  {Increasing Confusion} /  {Mind Sculpt}, etc

Or permenants based  {Jace, Memory Adept} /  {Sands of Delirium}

Or draw and discard  {Otherworld Atlas} /  {Mind Rot} /  {Reforge the Soul}

And of course there's always the options of self mill   {Mirror-Mad Phantasm} / {Laboratory Maniac} /   {Splinterfright} etc.

the list i've put together has jace, mind grind, increasing confusion and is completely spell based
