Liliana of the Veil, Priority, Ravenous Rats

Ok so if I play a {liliana of the veil} and I use her +1 so we both discard, does priority get passed to my opponent so he can flash in a {restoration angel} or does he have to discard it?

Also another situation occurred yesterday: played a {revenous rat} and opponent in response to discarding the only card in his hand destroyed the rat with a {tragic slip}. Is that a fair play?

He can flash in the resto angel in response.

Even if he killed the rats he would still have to discard a card if he had one I hand.
