Can I flash in a  {Clone} as a restoration angel or Snapcaster?

No. It must be cast at the normal time you could case a creature without flash, when it enters the battlefield, it will change into the a copy of the target creature.

Yep, it enters as the creature you pick, so any ETB triggers will happen.
