Geist of Saint Traft, Hexproof, Static Abilities

In the rules hexproof states, "this permanent can not be targets of spells or abilities your opponent controls."  Does this mean that as long as it is in a players hand and/or library that it can be targeted. For example with something like a shimian specter?  Or any discard card that let's the controlling player decide what his opponent discards?

The reason that is the case is because hexproof states "this PERMANENT" instead of "this CARD" permanents only exist on the battlefield, everywhere else they are "cards" (library, exile, hand, graveyard, and command zone) except for on the stack where it is a "spell."
