Is this a true statement  :

When ice flow is used on an attacking creature does the creature still has to be blocked.  After the attack phase the ice flow controller can choose not to untap ice flow which will keep the creature tapped.

To answer your question, tapping a creature will not remove it from combat, so you'll still want to block it. As for the rest, it will not untap during the untap step for as long as {Ice Floe} stays tapped. It could still be untapped other ways, like with {Deciever Exarch}.

{ice floe} does not remove the creature from combat nor does it prevent combat dmg...yes you need to block the creature if you do not want it to deal dmg to you.
