deck builder?

When I enter Deck Builder, I don't have the option to create another deck beyond my first one. When I tap "add new deck", I am taken to the store. Is 1 deck the limit?

With no purchases, the deck builder only supports 1 deck. With a small, 1-time purchase, the deck builder allows an unlimited number of decks.
