IMO the only true budget modern decks are mono green infect and some variants of soul sisters.

There sure is. I don't know the details of it off the top of my head, but a friend of mine does. I'd be happy to ask him for details for you. I know its very cheap, does moderately well, and is quite control-oriented, if that interests you (or anyone else)

It is somewhat. But it also needs four {arcbound ravagers} and four {mox opal}

Restore balance is SUPER BUDGET. I'll post mine tomorrow! It's a really fun deck. I find it to be one turn too slow to be really competitive, on average.
