 {Goblin Marshal} +  {Followed Footsteps} +  {Parallel Lives} +  {Altar Of Dementia} +  {Coat of Arms}= goblin problem grande

Play the Marshall, get 4 tokens with parallel lives. Play followed footsteps on the Marshall, get two copies each turn, with each giving you 4 more tokens. Coat of arms pumps your creatures with lethal doses of steroids, then use the alter to sac maybe 5 creature to mill an opponents deck to the bone. Very nice.

All of this while paying the echo for each or at least the first Marshall?

You play the rest of the combo before playing the  {Goblin Marshal} and  {Followed Footsteps}, the token goblins produced by the marshal require no upkeep, on the next turn pay for the original marshal as the two token marshals are put into play.
The combo can work quite well as either mill or beat down by simply not sacrificing the marshal tokens to the altar and letting them die when you don't pay echo for them, or by sacrificing them to the altar before then and milling five cards for each.
  With the coat in play, the goblin tokens get +8 nastier with each turn of yours gone by.

To use for or against? If against, kinda useless unless you get it before the combo kicks off, if using against the goblin tokens, they would simply be sacrificed to mill your deck by a massive chunk
