Standard Noob Deck- Mill

Bolas Mill 60 cards, 0 sideboard 5 {Island} 2 {Evolving Wilds} 1 {Darkslick Shores} 4 {Swamp} 2 {Drowned Catacomb} 1 {Sulfur Falls} 2 {Dragonskull Summit} 4 {Mountain} 21 lands 2 {Archaeomancer} 2 {Vampire Nighthawk} 1 {Rotcrown Ghoul} 1 {Vexing Devil} 3 {Jace's Phantasm} 2 {Vedalken Entrancer} 3 {Fog Bank} 14 creatures 1 {Dual Casting} 1 {Redirect} 2 {Thought Scour} 1 {Gilded Lotus} 2 {Magmaquake} 3 {Mind Sculpt} 3 {Mind Rot} 1 {Gruesome Discovery} 2 {Reverberate} 1 {Tamiyo, the Moon Sage} 1 {Smelt} 1 {Jace, Memory Adept} 1 {Nicol Bolas, Planeswalker} 1 {Gem of Becoming} 1 {Vessel of Endless Rest} 1 {Dreadwaters} 2 {Sands of Delirium} 25 other spells So basically trying something fun in between rotations.  I definitely don't want to pump too much money ino cards rotating out (as I'm new to MtG as of Innistrad) so was hoping to make a mill deck that could also work with Nicol Bolas.  Definitelwanton to focus on getting Bolas out there and will be buying at least two more.  There are a couple of filler cards that can easily get replaced but wanted advice before I did so on my own.  Any suggestions on how to tweak this deck (obviously needs major help) would be appreciated.
