If you copy {Hull Breach} the copy can chose any or all of the same targets as the original. The copy will resolve first, destroying its targets. The second will destroy as many targets as it is able.

It would only "fizzle" if all of its targets are illegal.

Just to be clear, you need to enchant a land on the battlefield with this enchantment.

You can do a Legacy Elves or Merfolk on the cheap, can't you?

When you cast your instant/sorcery, the {Guttersnipe}'s trigger will go on The Stack on top of it. Once it is there, it doesn't matter what happens to the original spell, the 2 damage will still resolve as normal.

WRT worst cards: {Great Wall} is pretty useless.  Only four creatures in the history of the game can plainswalk.  (It makes sense, too.  I mean really, how the heck do sneak across a bare field undetected? ???)

{Abrupt Decay} can still be countered by game rules, such as the target no longer being legal (e.g. The creature gained hexproof)
