If a protean hydra is affected by Omnibian, would the 3/3 frog retain the X +1/+1 counters that Protean Hydra had?

My ignorant friend brought this up:
If I play an instant modifying my attacking creature after a blocker has been declared (for example runeclaw bear attacks and is blocked by armoured Skaab but RB is then targeted with Predatory Strike), does PS affect RB before RB and AS fight?
