So what if I play indrik stompdweller(when indrik stomp dweller enters the battlefield, destroy target artifact or enchantment.) can he still be played without an artifact or enchantment in play?

So let's say I play rite of ruin(choose an order for artifacts, creatures, and lands. Each player sacrifices 1 permanent of the 1st type, 2 of the 2nd, 3 of the 3rd type.) but no artifacts are in play. Can I still play it?
