Is that a lot of lands for a modern deck? Especially with the low curve?  Would Judge's Familiar be good in there?

Is an enchantment deck viable?  I don't see how you can react quickly enough to your opponent's plays without some instants. Seems like they are pretty free to do whatever they want on their turn because they know you cannot react.

Whenever I get the urge to pick up a few packs for fun I would have one of my daughters pick the packs. They have better luck than me.

Thanks. I thought about modern, but I enjoy the group that plays legacy in my lgs better. A little more friendly and relaxed than the loca modern group. I know it would be cheaper, but not as much fun.

So which staples should I start with?  Which are most necessary at the moment or st their best price?

Underground Sea. I played when it first came out. Put it away for awhile. Came back during original in Innistrad and went away about a year ago. Trying to get back into it now.

Omni show isn't a bad idea.  Merfolk would be good too.

What I am looking for is really something sub $200. I am truly starting over with a pretty small budget. I liked legacy better than standard because it felt more stable with a greater variety of gam play.

Maybe the better question is which staples in blue should be my first priority or what I should build around?

Yeah. I k ow about force of will and such (those were in my collection and now with the lawyers with little hope of getting them back).  Was looking for viable alternatives to start with while I rebuild a competitive deck. A starting point that would be fun to play while I start to collect those staples again. Mono blue until I could afford the mana base to add red or another color. I had an esper stone blade deck that was pretty fun, but since I am starting over thought I would try to build to something else.

I am going through a rather nasty divorce. My entire collection got turned over to my wife's attorney. I don't know if I am getting it back. I miss playing legacy and want to start going back to my  lgs. I am thinking a blue Delver of Secrets deck. Suggestions on what I should include and what I should build towards is what I am looking for. I am thinking maybe a r/b delver type. Probably mono colored to begin with for budget though. It doesn't have to be tier 1, but competitive enough to be fun to play. Suggestions? Thanks.

Lots of people improve their decks over  time. Looking for economical fixes shouldn't be frowned upon.  Vials are an excellent way to improve the deck, but there may be more budget friendly options as well. It gives him a goal to work towards, but is there help in the short term?
