Just checked the ruling, the spell would be countered. A split spell has two different cmcs, so  {Wear // Tear} Has a cmc of one and two.

Dredge says if you would draw, you may dradge instead. So if you sylvan libraried, you canmt pur the drawn card back since there are none. So, you dredge as a replacement ability, and sylvan library says put two cards back. So i think you put the other drawn without dredge? Correct me if im wrong

I dont see why not. You still control yourself, so yeah, that's percectly fine as long as you pass priority to other players in the game while completing actions.

After he commands, he passed priority back to you during main phase or beginning of combat. So yes, you can mutavault
