it's a card that has flavor... killing dragons or non dragons. It's not a confirmation.

How often do you have a card in magic that wipes out an entire type that has nothing to do with the storyline? (I.e. "Destroy all/target enchantments"- theros, BOG, Nyx)

So there's an idiot in magic club who thinks that Ugin is red and that Bolas will be making a huge appearance on Tarkir and killing all the dragons there.

I'm not sure about Ugin, but I do know e is dead a pointless to argue about. Yes Bolas will come back; Sarkhan is going back in time to stop Nicol Bolas from killing the other Elder Dragons (which created MTG as we know it).

Ugin is colorless which is why he was able to combat the eldrazi.

What do we know of Bolas' early years? Like what plane is he from?

He's an Elder Dragon. There's that.
