no because it says the player who he's attacking's life total becomes one.  how you want to abuse him can only be done with things like {aurelia, the warleader} and {medomi, the ageless} to let him attack again.

Been doing lots of research on this and have one final question. Does Master of Cruelties' triggered ability refer to the defending player that I have chosen to attack OR all defending players during my attack phase? I want to use Strionic Resonator to set two players' life totals to 1 on the same turn and then ping them somehow. Eg. Rakdos Guildmage.
